Limiting liability – 10-point plan

1. Establish “come and talk with us and we’ll listen” program

2. Establish claimants evidence base, number of claimants, capacity to challenge

3. Distract from issues, discredit and focus on individuals

4. Admit ‘some’ problems, set up inquiry or conduct research

5. Restrict Terms of Reference, investigations and funding

6. Contract required hired guns

7. Ensure causal mechanisms/links can not be found

8. Release findings and declare no further risk or investigations necessary

9. Refocus on individuals – it’s only ‘their’ problem

10. Keep watching brief, respond to backfire
