#1. Try looking again. Letter is from the Federal regulator DSEWPC, not the EPA which are State authorities. Totally different. Perhaps the fact that HT have to re-clear the veg is an indication it actually grows up again. Possibly expecting a bit much of the sensitivities of passing canoodlers to consider this fact I suppose.
